Purpose of Position

Illawarra Shoalhaven Local Health District is seeking interest from suitably qualified applicants for appointment as Deputy Director of Medical Services & Clinical Governance (DDMSCG) located in the Illawarra to provide an opportunity to achieve high quality, safe, and efficient services. The position would be suitable for either specialists in medical administration or senior clinicians in other specialties who have held administrative roles with a strong focus on clinical governance. The position is available full-time or part-time for a suitable applicant. This is a fixed term appointment to 31 December 2019 with opportunity for advancement at the end of the appointment.

The Deputy will report to the Executive Director of Medical Services and Clinical Governance (EDMSCG), and will assist and support the EDMSCG in the following duties:

  • Leadership of the medical workforce and clinical services across all operational areas and facilities of the District, assisting respective Executive Directors in the provision of safe effective and efficient operational management of the District's clinical services.
  • Leadership, including strategic and operational oversight, of the District's clinical governance functions, including safety and quality programs, accreditation, medico-legal issues, and incident management.
  • Provision of high level expert advice to the Chief Executive on all medical matters.

When the EDMSCG is on leave, the DDMSCG will continue the work of the EDMSCG and will work with other Executive Directors to achieve the strategic and operational objectives of the LHD.

The DDMSCG and EDMSCG are supported by Directors of Medical Services in each hub, a strong Clinical Governance Unit and well-staffed Medical Workforce Unit including a District Director of Medical Workforce.

Selection Criteria 1. Registered Medical Practitioner with the Australian Health Practitioners Regulation Agency (AHPRA) and Fellowship of the Royal Australasian College of Medical Administrators (FRACMA) and/or other Specialist recognition as provided for in the Staff Specialists (State) Award or Public Hospitals (Medical Superintendents) Award.

2. Relevant tertiary qualifications, post graduate qualifications or equivalent experience in management.

3. Demonstrated experience at a senior level in driving a culture of professional medical administration and governance, inclusive of issues relating to medical workforce, medical professional practice, clinical governance, clinical ethics, clinical teaching and clinical leadership.

4. Demonstrated high level of competence in interpersonal skills, consultation and effective communication with staff of the Health Service, professional organisations, medical associations, medical colleges and University medical schools, and other organisations.

5. Demonstrated ability to analyse service delivery problems and lead change to improve efficiency, effectiveness, patient safety, and staff satisfaction.

6. Demonstrated ability to work within budgets and support the LHD in meeting financial and performance targets.

7. Demonstrated ability to lead and manage staff in line with quality human resource management practices including employment equity, anti-discrimination, work health and safety, and ethical behaviour with a demonstrated commitment to their implementation.

8. Current unencumbered drivers licence with a willingness to travel in accordance with the demands of the position.
